Purpose

Implement 2.1.1.認証属性によるログインアクセス制御 function

Changes

Update ログイン可否設定 page (change to ログインアクセス制御 page)
Add logic to additionally check user login access control in views that have _must_be_logged_in_factory decorators.
Add logic to additionally check user login access control after updating user's profile.
Update login availability API for implementing check user login control authentication attribute.

- osf_institution table (updated)
- osf_institutionentitlement table (removed)
- osf_login_control_authentication_attribute table (added)
- osf_login_control_mail_address table(added)
