Upgrade to `electrum-client` v0.21 #82

The electrum-client crate released v0.21 recently. It would be great to upgrade and get a release out to enable compatibility of ElectrumApi for crates that already upgraded (such as LDK).

Cool! Any estimation when that would be? Currently working on the LDK Node upgrade PR to rust-bitcoin 0.32 and it will be blocked by this (worst case we'd have to rely on a temporary fork including this patch though).
