Document for CRAN meeting #11

On the latest meeting on 04/04/2022 there is a call for a discussion document in order to prepare for the meeting with the CRAN team.

I briefly collected some questions/topics discussed on the previous meetings from the minutes and also added some other from the issues.I might have missed some or overlooked the importance of other relevant questions. Add (or let me know) new questions.

I also included some discussion we had about different ways we currently could help CRAN (without major friction).

I wanted to kick off the discussion before next meeting in a couple of weeks (or at least have a template to work with), so major corrections or rewriting this document is welcomed too. I will send an email in a week or so, if there is no feedback here.

Since the document addressed all comments, I merged the pull request. However, we should discuss this revised document at a working group meeting. I will put it on the agenda for the 8-1-2022 meeting.
