Update the renv to work in ARM based machines #67

While setting up the CI for building the shiny app for pilot 4 it was realized that the renv cache does not restore on arm64-based machines.

The only way to get around this was to update the renv.lock with some new versions of packages and adding a CRAN mirror.

Thank you, @vedhav ! I will merge this in after I tag a new release for the upcoming re-submission to the FDA reviewers. Then we can merge this in a custom branch for the purposes of future pilots.
