This PR contains the {renv} configuration (ensuring the reviewers have the proper versions of packages to run the application in a traditional way as well as through the custom {httpuv} web server process). In addition this PR contains custom devcontainer files for development in Visual Studio Code (mostly for Eric's use but others are welcome to try it).
