This PR adds the meeting minutes for 10-04-2024 as well as the following small fixes for the development setup:

Fix a spacing issue that prevented the callout box template code for the attendees from rendering correctly
Simplified the devcontainer setup to leverage best practices of using devcontainer features without the need of a custom Dockerfile
