Implement vocabulary metadata best practices from Linked Open Vocabularies

The Linked Open Vocabularies project outlines a set of vocabulary metadata best practices that are useful for understanding properties of a vocabulary, like:

• title, description
• version, changelog
• issue date, modification date
• license, rights, publisher

This should all be able to be generated automatically as part of each release, and would go a long way towards helping Linked Open Vocabularies and other tools understand these fundamental parts of a vocabulary.

There are also tools which generate human-readable documentation from the vocabulary metadata, which may in turn help avoid issues like #97, #140, and #148.
