• ingest GADM + EEZ regions into regions + regions_meta X
• add flask routes to query polygons by ID only X
• add flask route to aggregate to GADM region by ID X

@abrizius incorporated @njmattes's improvements + added support for GADM, etc. aggregation. now moving on to speeding up ingestion script
