Translate Metadat in Github Repo (in Atlas)

@njmattes what format do you want the labels in? right now, i'm spitting this out in json, e.g.:

instead of year, use timestart and timeend

@legendOfZelda what time stamp are you using in your code?

also may need to pass name of axis, e.g. time, altitude, level

so far this is my format: 1995-12-28 00:00:00 should probably just use 1995-12-28
