add Python3.8 drop eol python3.4 update travis options to https://config.travis-ci.com/

@nicholascar now having rdflib updated for py38 would you like to update sparqlwrapper too? Just tell me if you feel the PR can be improved i.e. by dropping py2.

I've removed Py 2.7, as per RDFlib main
