Conclusion section #134

We want to introduce an additional conclusions section. Here it would be nice to display the text panel as a popup over the entire screen, covering the map too.

@goord Now the conclusions section exists, do we still want the popup panel over the entire screen as part of this?

In the end, yes. But it has low priority imo. I think fixing the builder will require a couple of weeks still, it would be nice if this is demo-worthy at egu as well.
