reintroduce updated dockerfile #66

this image builds on my dev machine, dockerhub does not support free automated building anymore, sadly, so I will push it there manually (has about 2GB)

@martenson https://github.com/RECETOX/recetox-xMSannotator/pull/71 contains the additional dependencies for the merged version, I also tried to pin the dependencies to make things easier.
