That's great. I'm working on a package to interact with HDX (push and pull data) and I am willing to help for rhxl package. The rhdx package I'm working on, is still on Gitlab but I can make a mirror on Github if someone wants to give it a try. Let me know if you can use it to easily access data.

The HXL standard (http://hxlstandard.org/) is promoted/developed by UNOCHA and is used at the humanitarian data exchange. It is essentially a tagging system for datasets (and their columns). This can also be relevant to outbreak repsonses, when working on datasets that use that standard.
