Re-assess epimatch project

The epimatch package https://github.com/Hackout3/epimatch#readme was developed in 2016 as part of Hackout3, but has seen no development since.

It is designed to serve as an interface for field data managers to check for duplicate entries within or across line lists. It has a shiny interface that can be launched with epimatch::launch(), but also can be hosted on a server: https://daattali.com/shiny/epimatch/

Things that need to be done with this package:

• re-assess the needs of data managers and see where the underlying functions or interface needs to be improved
• address feasibility of incorporating the future work: https://github.com/Hackout3/epimatch#future-work
