When adding a tropical layer from the model selection tray, the observation layer dots are all white in color and are unresponsive to hover or click. To reproduce: (in prod env)

1. Open model selection tray and select IDALIA and advisory 12
2. submit and check the first model run in the list
3. notice that when the observations layer appears, all of the station location dots are white

this is due to a data issue between current and old observation data sets.

this anomaly was exposed when the observation layers were corrected.
