This PR addresses issues #54, #71, and #90.
Note that times are not for advisories are not supported by the ECFlow model runs yet, so those can not be added at this time.
Also note that the control panel always represents the topmost layers, so even though you can turn off/on hurricane track layers on the side panel, the control panel will only toggle the topmost track layer.
