When cycling through model run cycles on the control panel, if the newly selected date/cycle already exists in the defaultModelLayers list, move those layer to the top of the list.

This PR request does not address any issues concerning tropical layers. I have 3 other issues to address concerning the tropical issues in the control panel. Please let this one go through, and I will address the issue in your comment in issues #90, #71, and #54
