dual scroll bars are viewable in the lower tray when 3 or more layers are selected.

steps of your quest:

remove all selected layers in the lower left tray
Thou shall count adding layers to three, no more, no less.
Three shall be the number thou shalt count, and the number of thy counting shall be three.
Four shalt thou not count, neither count thou two, excepting that thou then proceed to three.
Five is right out.
Behold the duplicate scrollbars.

I believe this has been fixed. Please review and close, if possible

what version/k8s namespace? dev?

I was testing in eds-dev.

one has to add a number of cards into the tray. this may be a browser issue.

I thought this issue was 2 vertical scrollbars next to each other?

Firefox browser was used for Phil's test.

there is a potential fix for this in the https://github.com/RENCI/TerriaMap/tree/horiz-scrollbar branch.
