Implemented in the pipeline to accept files that contain addition columned to be joined to table, including standardized award_amount and other columns

another column needs to be standardized, and there's more data since the last standardization. Can we automate the standardization? - Hao has ideas, get this on the backlog and prioritize for post-release.
