Description workflow management and resource orchestration. demonstrate support for complex workflows, bursting to cloud for complex model calculations - maybe handle CWL-encoded plugin pipelines, running plugin containers with Kubernetes?

maybe we do this with CloudApps. We need to try to run there sooner than later. It may become the new NC TraCS secure enclave.

We need this for ImmCellFIE, and it won't have clinical data. Also, the NC TraCS COVID19 data will be on a SoM machine. Relabelling to future-must
