[RCP-19] Migrate spec and artifacts to Transport Repo #115

Re-opening PR for this, but without a grammar for now. WIP.

Carried over spec from Confluence
Removed sections that were no longer relevant, such as the rules hash given that the Rules Resource has versioning instead
Streamlined spec and examples
Updated OData examples and basic rules info
Streamlined spec portion and moved tables of functions and tokens to Appendix
Added ISO dates and timestamps

TODO

Determine final grammar and where it should live - maybe in its own repo
Add automated build tests on PR, artifact generation on merge
