Updated TOC to use Permalinks to Commits #121

Updated TOC to use permalinks to underlying specs per-version rather than the generic spec.

Seems like we might want to permalink to the specific commits for a version?

We had talked about doing releases as well, and we do in in other RESO GitHub repos, but one interesting thing there is that other things get updated in the repo over time where there might be other related information initially part of the release that's outdated if we approached it that way. Like if a spec with a dependency on another spec (on info in the main page) has their dependencies updated.

Something we could discuss a bit before this is merged. Converting to a DRAFT PR for now.
