Add DD 1.7 Support for the Lookup Resource #13

The goal of this issue is to add support for the Lookup Resource in the Data Dictionary 1.7 specification and testing rules.

Specification

[x] Add definition of Lookup (and Field) resource to the Data Dictionary 1.7 Reference Sheet.
[x] Add specification for Lookup resource.
[x] Add examples, including queries. Note that only ModificationTimestamp queries will be required for DD 1.7, matching what's currently in the Web API Core testing rules.

Testing Rules

[x] Add section for Lookup resource testing rules.
