This proposal outlines a normative Data Dictionary JSON format that can originate from any data source that supports it.

This PR includes the original proposal, approved by the Transport Workgroup in 2019, as well as some modifications:

@reso.context was added to provide information about which Data Dictionary model the payload corresponds to.
Support has been included for single- or multi-valued payloads.
Certification Section added.
