#94 Added Testing Rules for the Lookup Resource #108

Adds support for Lookup Resource testing as well as error message and sampling improvements, and a new OData Fetch API library that will eventually be used for all sampling.

Also updated:

Docker instructions from (#106)
Added ability to accept OriginatingSystemName and OriginatingSystemID parameters for shared systems (#107)
Fast fails when XML Metadata tests fail when on strict mode (#105)

TODO: there's one remaining task, which is to output a Fields JSON file that can be used for Availability ETL. Testing now.
