Add Additional Schema Validation to Payloads Sampling

On the October 4th Transport call, it was requested that we validate all resources, fields, and lookups against the server metadata.

There are two cases with respect to Lookups:

• Either the lookups are OData Edm.EnumTypes (or collections of them), in which case they should be declared in the XML Metadata documents or one of its referenced documents.
• The lookups are OData Edm.String type (or collections of them), in which case the Lookup resource must be present, as outlined in RCP-032, and the given lookups must exist in the resource.

This issue also includes the task of updating the Data Dictionary testing specification with these testing rules.
