Improve Docker Instructions for Certification #89

A Docker config was added a while back specifically to generate a RESO testing container used for Certification.

Several members have expressed an interest in using Docker for self-assessment testing rather than Java natively. RESO currently uses Docker containers for testing.

The goal of this issue is to add additional instructions for how to build and run tests using the Docker container rather than locally. There is already some information on how to use Docker with both the Commander client and its Certification functionality here.

The section on Certification needs to be expanded a bit and linked to from the Certification sections of the README.
