Create new data model / RESQUER_config.json

Data model:

Principle: Everything is in a folder. This folder can be zipped and

• A folder with json from the candidates
• Within that folder, a RESQUER_config.json. If not present, create it.
• Do we need multiple RESQUER_config.json, one for each committee member? Then their ratings can be aggregated for the committee discussion
  • RESQUER_config_FS.json, RESQUER_config_AG.json, etc.?
