I hope the Google sheet is sufficiently self-explanatory!

There is a new type of field: A percentage estimate.

We are not sure yet about the scoring method. Maybe we'd like to have multiplicative connections (e.g., "Therefore, we propose to penalize software if it does not adhere to an open-source license by allowing them only half of the total achievable points" --> factor pf 0.5). Maybe a similar thing by weighting some points by the % of the applicants own contribution. But don't implement that yet, we first try to converge on a system.
