This makes the LabVIEW library for 2m distance sensor maintainable again

Adds build specifications to labview project to easily create the package and installer
Adds functions that were missing from the shared object that broke the labview library

Note: this still requires C++/Java to be deployed to the RIO before using LabVIEW. Hoping to fix this in another PR in the near future
