Oops. I didn't realize this PR was still open and added a commit that was meant for a separate PR @renkun-ken. I added a small change to the comment folding code to ignore # %% for comments. When code chunks have comments on the immediate line (e.g. below), they wouldn't collapse the whole code chunk and just the comment.
