I suggest that, if a bot is swimming in the water for more than, say, 5 minutes, they die. This would be helpful, as it means that if the bot gets somehow stuck in the water - be it by falling under the world, poor map pathfinding, or even just being shot down outside of the map to land in water - it would allow the game to continue, and, in skirmish, it means that the game can be finished, if the bot is under the map somehow!
