add API to get asset metadata #8

Add a new API to get an asset's metadata.

rgb-lib exposes the get_asset_metadata API, so this new API should call it to get the required data.

endpoint: /assetmetadata
method: GET (no changes are made to any data)
parameters: asset_id (the ID of the asset to get the metadata for)
response: same as rgb-lib's get_asset_metadata
errors: same as rgb-lib's get_asset_metadata
documentation: add to README.md and openapi.yaml
