Remove scales v1.3.0 dependency. #397

@mikejiang, implementing changes @amcdavid proposed for recent scales change (#393) so we don't require scales >= v1.3.0 dependency for flowWorkspace. A number of CytoExploreR users have flagged this issue so I think it's best that we support older version scales too.

@amcdavid - looks like this hasn't been merged yet but the base branch has been merged. I will close this PR and submit a new one off of devel. Would you be able to take a look at that PR once it is ready? I need to remove scales v1.3.0 dependency to I can fix CytoExploreR-related scales issues.
