This PR introduces:

Sample unit testing code that shows the gtest scaffolding necessary to write test code using the ROS pub/sub interfaces.
Updates the ReadTheDocs files
Adds test_rclcpp util functions

Would be nice if the sample module and tests also included an example for testing services/clients. You can look at #597 for inspiration.
