sniffer: add script, moved from RIOT main repo #31

this PR adds/moves the sniffer.py Python script from RIOT main repository here, as the script requires the application to run on a RIOT node. Combining both requirements in one place, similar to the spectrum-scanner.

though possible, I'd rather not simply merge this myself - anyone?

Did you modify anything when importing the script from the other repo?

@gebart, no I just adapted the readme, removing any unneeded cross referencing - and enhanced the wording a litte - but left the script untouched.
