Do not allow the inetnum "status:" to be changed from "ALLOCATED PA" to "ALLOCATED-ASSIGNED PA" if the inetnum has any children (more specific objects). As in, the "ALLOCATED-ASSIGNED PA" status indicates there is a single assignment of the same size as the allocation, it doesn't make sense to also have children.
