Add instructions #29

This should be added to the site in an unobtrusive way.

Added instructions in the 'instructions' branch. They open when the (?) next to the header is clicked and close when it or the button 'Got it!' is clicked. Slick animations with CSS3.

I like the display, but I think the instructions there aren't clear that students wishing to live in Gibson must both reserve a room through our site and go to myhousing.rit.edu

How about making these changes to the instructions then?

After completing the online registration at myhousing.rit.edu, members must sign up on the Honors web site log in to this website with their RIT Google account information and enter their name on reserve the room they wish to live in for the 2015-2016 academic year.

and

If you do not sign up in both systems, you will not be placed in Gibson.
