For what it's worth, this is one I did want to spend time writing and working on, since it is mostly undefined as of now. I've had ideas in the back of my mind that I want to put down for this one.

However, if someone put together a PR before I have a chance to work on it, I am happy to review it and get something there instead of a blank page.

@icflournoy will take initiative to write a first draft for the Runbook page on the Secretary by our next eboard meeting on Monday, September 10th. We can review it before the meeting and have any follow-up discussion, if necessary, in our meeting time.
