Add Events: Eboard Meetings page (Closes #64) #65

While its a little rough around the edges, it provides a start to documenting the new process we've been following in eboard meetings.

I had some trouble with reStructuredText links, so any advice there is greatly appreciated.

I think it might be useful to add screenshots of sections of the board, showing how the label is used.

@Tjzabel @jwflory my plan is to get this wrapped up by our eboard meeting today. It's been pending for too long!
