Cut a v2.0.0-pre2 release #316

Discussed in 2020-04-25 developer meeting.

We are nearly at full feature parity with v1.x.x, minus the Imgur support. Once #305 is merged, we can cut a new release to deploy in our own infrastructure for testing ( #316 ).
