Overhaul eduroam Information

I swear this just started out as a bug fix...

Updated NetworkManager GUI and wpa_supplicant CLI instructions to fully authenticate both client and server.
Added support for iwd and NetworkManager CLI
Deprecated RIT-Legacy, as per ITS instructions
Changed link to RIT-ITS official solution to the permanent address
Added required programs and permissions section
Removed commented-out legacy instructions
Slightly modified ordering
- First entry is still GUI, as that's the easiest solution, and will apply to most people. Second entry is primarily a debug variant of the first. Third was added at the suggestion of Ryan (ryan77627#0048) in the RITLUG discord. Last was added as a catch-all, as most network managers seem to interface with wpa_supplicant in some regard.

Note that all edits to the eduroam documents has been edited on an RIT-owned and managed device, so Jekyll testing hasn't been done.
