Why do we need this?

This is step 2 of RLBot/RLBotPack#306 that will allow bots that aren't easily ported to Python 3.7 (like Invisibot) can still run Python 3.7 - the solution might actually involve only the GUI and not RLBot itself now that I'm thinking about it more.
