During sign up, users should be able to opt-in to email updates #203

We still have to figure out how to send email updates about PACTA (maybe there is some RMI mailchimp account? Or something else to use?), but independent of the implementation, we should prompt users to opt into receiving them–and store that bit :)

Definitely doable, we should also chat about the desired auth story more broadly at some point

Very good point! What is your availability these days? Happy to jump on a quick call–depending on the best time also including @jdhoffa and @AlexAxthelm–to lay out broad picture and then I can write it up. I miss writing PRDs anyways.

I can be available pretty much whenever, though I'm OOO from Thurs (Jul 25) through Monday (Jul 29).
