validate the structure and ranges of the masterdata_ownership and masterdata_debt files as received from AI

I think it makes more sense to decide if we move away from the masterdata and work on the validation then. So probably fine to close this for now

closed until we have clarity on whether to continue using masterdata or to switch to using PAMS
