This is functional in principle, as running workflow.transition.monitor on a PA2022FL portfolio will successfully return an ES with the correct sections. Some graphs do not show yet, as the peer data is still missing, and the text still needs to be adjusted. follow up for text adjustments #265

@AlexAxthelm @cjyetman anything else you would consider necessary for opening this PR for review?
