feat: add a `nightly` action to update contents of the R package table #5

In particular, we should programmatically update the columns:

"Lifecycle" - With the lifecycle badge from the packages README.md (default: blank if unavailable)
"latest main" - With the latest git SHA on main
"Maintainer" - With the repositories maintainer as defined in the CODEOWNER (default: blank if unavailable)

Note: The "Status" column shouldn't need to be updated, since this link already systematically updates with the latest results of R CMD Check.
