Prune "absolutely" necessary datasets from `pacta-data` #41

The repo 2DegreesInvesting/pacta-data contains many datasets that are not strictly necessary to run "PACTA Vanilla". I don't want to touch any datasets in this repo, but it would be good to explicitly define the strictly necessary datasets to run the docker image somehow.
