Code ready for review, will update readme soon.

Current working state:

set envvar for log verbosity
only tested with default config and 22q4 data
no custom templates (uses general from pacta.interactive.report
only calls pacta_3. Must have results already in output dir. Interesting to note: no calls to input dir
bunch of new options in config, but not as many as I thought.
