Monitor cell voltage on ground station #56

The cell voltage should be monitored to ensure proper battery health. It should be handled by the preflight node.

Kristian Husum has a circuit for two cells which might be extended.

Implemented in pre-flight node. Needs updating in docking_station_node after the hardware has been put in place.

Kjeld says that they will make a board capable of monitoring the battery cells, so we should not use any more time on this before we get the board.

The hardware implementation of this (involving the docking_station_node setup) is not our concern according to Kjeld. The software implementation will be left in in its current dummy form.
